This photo has characteristics suggesting Plecotobela sp (there is one that matches better than P. zanclotona) and also Unplaced (Coesyra) phaeozona. But the dark mark on the forewing costa which does not seem to extend to the base does not match either of these. I suspect it is something else. Apparently not Eulechria.

Looking at this again, the photo strongly suggests an unnamed Plectobela species that has been often recorded in the ACT in the past. except for that distinct mark on the costa towards the base. Having looked reasonably thoroughly for an Oecophoridae with that mark and failed, I'm thinking that it is an aberrant exaggeration of the typical narrow black line on the base of the costa of Plectobela sp or a foreign object (are there are signs of the latter in photo 1?). So I'm suggesting Plectobela sp is where we should put it.
