If you have a look at the PlantNET key http://plantnet.rbgsyd.nsw.gov.au/cgi-bin/NSWfl.pl?page=nswfl&lvl=gn&name=Epilobium you will see there are many characters not present in this image that are needed to identify these plants. They are a bit of a pain, but perhaps someone may be familiar enough with them to recognise this one.
I used the Vicflora key, which came to a choice between billardieranum and pallidiflorum. However in both these species, the leaves alternate up the stem near the flowers. Pallidiflorum has large noddinfg flowers. Billardieranum has small upright flowers.
