This is a poorly focussed image, but I think there are enough diagnostic features visible to suggest this species is C. dichloraria, Double-fringed Emerald. Supporting files to Part 4, Moths of Victoria provide and excellent guide to the Chlorocoma spp. The features present are: 1. Discal spots on each wing, 2. antennae white or cream, 2 mid-dorsal line yellow/cream not edged with red, 3. white costa on forewings with red at apex and on the the shoulder 4. fringe to wings yellow with some pink just evident, 4. red 'collar' evident (between the eyes on the head). There is a similar 'Chlorocoma sp. 3' but there is no red edge to the mid-dorsal line evident in this specimen,
