Identified by Matthew Baker from Tasmanian Museum. Common name is Pampas Lily-of-the-valley. Weeds of the South East lists as naturalised in disturbed areas. At this site on Mt Majura, it seems to have been dumped or bird spread. No seedlings present. ACT Plant Census lists as formally naturalised.
Unfortunately there is quite a bit of garden refuse dumping in the reserve behind Mackenzie Street although not as bad as it was 15 years ago. Interestingly dumping occurs most often in gullies or behind trunks of trees on the far side of the maintenance road as if to hide the garden waste.
