I would call this Comptosia insignis, a dark species with reddish hues on the scutellum and side of the body. In effect it resembles a dark form of C. rubrifera or C. stria, if such a thing were to exist.
I believe the nearest species is Comptosia tutela which to my knowledge does not occur in ACT or southern NSW.
