I would suggest Hypochaeris glabra except for the fact that the leaves appear hairy. Leaves of Hypochaeris glabra are hairless. The fluffy seeds fit the ID well, if one assumes that the outer seeds, which do not have the long beak between the actual seed and the fluff, have fallen off.
