This is similar to another unidentified plant further south but is in a more accessible location so it will be easier to keep an eye on it until it flowers and reveals itself.
Have had very similar (identical?) plants / clones growing in my garden for approx. 30 years, originally obtained from SGAP (now ANPS) Canberra. One or 2 instances of spontaneous spread in the garden. Not entirely identical to Brindabella forms of Olearia lirata, but very close. Hope not mistaken exotic.
