Thyreus caeruleopunctatus is another possibility. Although the spots are pale blue in newly emerged specimens, the colour can fade with age and I could not distinguish between the two species on the basis of this photo. From what I know of the reported distributions, I think T. caeruleopunctatus is more likely.

I looked at ALA. There are 5 records of Thyreus caeruleopunctatus for the ACT, and one record of T. waroonensis. Both are possible, so I have changed my suggestion to Thyreus sp. and confirmed it.
