The only Brachyscome I know with leaves like this is multifida, normally with mauve flowers. Could it be a garden escape? Some of the cultivars of this species are white.

Quite possibly an escapee given the proximity to housing. Some of the part-open flowers in the background of img 2 have a mauve tinge. If it is an escapee it seems to be quite good at establishing itself- I have added an image which shows the extent of plants and could have gone farther but I couldn't tell being after dark. From looking at other images I'm not convinced on the ID- the growing habit doesn't seem to really fit (see img 4), and not sure about the flower diameter of B. Multifida but these were quite small.

The yellow centres of Brachyscome multifida are 4 mm across and the 'petals' 7-12 mm long. The general appearance of the plant is sprawling, like your photo. It is native to NSW north and west of the Southern Tablelands (the botanical division for the ACT) and the South Coast.

Chamomile Burr Daisy is regionally uncommon. Ryu this area appears to be mown can you keep an eye out and observe whether it is impacted by mowing - I suspect it may be resilient, but can provide direction to those undertaking mowing if required.
