The spines look too robust and close together for Cylindropuntia, not that I know very much about the less common cacti. Mahuenica is a possibility. This is the Wikipedia article, a stub unfortunately. The genus is a cold weather cactus. https://en.m.wikipedia.org/wiki/Maihuenia
