How do we get home owners to stop growing these plants and other invasives?

We can stop owners growing weedy plants by getting them added to the pest plants and animal act which prohibits trading, and a lot of our garden originating weeds (such as firethorns, cotoneaster and pampas grass) are now on that list. Passiflora caerulea is used as a root stock for common passionfruit, so in this case we could buy non-grafted plants for our gardens
