Given the size of the flower and leaves this is most likely Typha domingensis - Narrow-leaved cumbungi, which has a flowering spike usually <20mm and a leaf width also <20mm, while Typha orientalis has leaves to 30mm and flowering spikes 10 -40mm wide.
