This could be Fallopia japonica - Japanese knotweed. It is affected by frost but recovers each year. It only seems to occur in one small area and has not spread. It could have been planted by the original Rock Valley owners for horse feed.
Thank you for identifying this weed. Now we have to see if anything can be done to remove it as there seems to be a lot more this year - it must like the rain and cooler conditions. It is interesting that Plantnet actually mentions its occurrence at Tidbinbilla.
