This is a Euphorbia, possibly E. oblongata. It needs to be removed as soon as possible because it spreads. There is a patch of thousands in the new part of Isaacs Ridge Nature Reserve at Mugga Lane, on the north side of Farrer Ridge and on Narrabundah Lane bordering Callum Brae.
