Verbascum thapsus. I have noticed a lot of them developing a bit of a stem like this instead of a dense rosette. Maybe it is the season. You are lucky with single digit abundance - try hundreds or thousands. Verbascum virgatum leaves look a bit like wild sage but the stem is different.
