Correct. It is a thynnine wasp. The first (innermost) of the five segments of the hind foot is wider than the following segments in bees.

Body very hairy = bee
Basal vein weakly curved, small non-parallel stigma = Leioproctus
Brown tergula = L. launcestonensis
But legs not right, abdomen thin, antennae long.
